Latvia has started implementing a set of regulations on physical planning due to the lack of overall balancing of different environmental issues at national, district and local level (such as localisation of new industries, waste deposits, preservation of nature areas, water resources etc.).
One of the first steps will be to work out District Plans for the 26 districts in Latvia. To do so a transfer of knowledge on the methodology of physical planning is needed at the national and district level. Further more it is necessary to build up experience on collection, evaluation and presentation of the relevant planning data.
For 10-12 subsectors (agriculture, transport, waste, cultural heritage, groundwater, raw materials etc.) the project will result in manuals on establishment of planning data and key planning issues with focus on environmental problems. For producing the relevant databases and maps the Latvian participants has received a PC-workingplace and other computer equipment. Digital maps of the relevant part of Latvia have been purchased for the involved districts. Training has been given in how to create maps and make spatial analysis using the Geographic Information System ArcView 3.0, which is installed on the PCs.
The final report including the produced sectorreports and maps will be printed in an English and a Latvian version and distributed to all 26 districts in Latvia during a final one-day-meeting for all districts and relevant state agencies.
