The Programme
A
Syd-Norden Programme (SNP) is proposed in order to support the Economic
and Environmental development in the Baltic and Skagerrak regions by the
integrated use of the combined geoscientific knowledge base in the participating
countries.
The
programme is initiated by the geological surveys of the countries surrounding
the Baltic Sea and the Skagerrak: Denmark, Estonia, Finland, Germany, Latvia,
Lithuania, Norway, Poland, Russia and Sweden.
The
Syd-Norden Programme (SNP) is inspired by the Nordic geological surveys
Nordkalott and Mid-Norden projects. The fruitful and rewarding networking
and project co-operation experienced in these projects is now being extended
to all the countries bordering the Baltic Sea and Skagerrak.
In
contrast to the former projects the Syd-Norden Programme, however, is a
framework under which several individual projects will be launched.
To
prepare the SNP a preparatory study is performed May 1997 to May 1998,
financed by the participating institutions internal budgets. The main objective
for the preparatory study is to identify topics suitable for concrete projects
to be carried out within the SNP framework programme. Information on existing
data and current activities is collected to avoid duplication.
Within the Main Phase of the programme two aims are pursued:
Environmental
aims: to support mitigation of known threats to the environment and
to identify environmental time bombs
Economic
aims: to identify new options for economical development in the Greater
Baltic region
The
relevance of the project ideas is assessed on the background of national
and regional goals and priorities.

Project topics
under consideration
At
the 1st meeting of national Contact Points August 1997 in Vilnius it was
decided to study a few broadly defined topics of major importance to all
the countries in the SNP region:
Metadatabase
on the Skagerrak-Baltic region geological data. - This initiative should
preferably be co-ordinated with the current GEIXS programme in co-operation
with the EuroGeoSurveys, the EU Commission and the European Environmental
Agency;
Basin
evolution and models in the Baltic Region and Skagerrak. - This project
is supposed to be an important project with many sub-projects;
Neotectonics
and its role in geohazards. - This project will especially focus on
aspects given priority in the EU 5th Framework programme / INCO -COPERNICUS.
The project may include aspects of Glacial rebound and Lacustrine systems
as archives of climatic and tectonic events;
Mineral
and energy resources in the Baltic Region and Skagerrak. - This project
will include geothermal energy and will be co-ordinated with a marine geology
project;
Environmental
aspects of the Baltic region and Skagerrak. - This project will provide
a Basin wide integrated view of the interaction between natural geological
and hydrological conditions, and the impacts of human activities. Aspects
will be identification of natural and antropogenic harmful elements, groundwater
quality, and sediment/water interface processes.
